I am writing to formally communicate my grave concern regarding the pronounced state of disarray at the West L.A. National Home. Under the current director’s leadership, the facility is beset by ongoing operational turmoil, and the overall environment continues to deteriorate. Despite numerous attempts to document and report these persistent issues to the proper authorities, there has been a lack of substantial corrective action. I respectfully urge your prompt attention and intervention to address these longstanding problems and restore order for the welfare of all residents and staff.

A SERIES OF COMPLAINTS From: VETERANS AT THE WEST LA VA and NHDVS.

National Home Disable Volunteer Soldiers.

Bulleted list of discrepancies involving patient abuse at CTRS

- I have been here over 1,185 nights and they refuse to tell me when I will be housed. They keep putting me off.

- Caseworker from Step up on Second has threatened me multiple times for "pushing back" or not answering my phone. He had threatened to get me in trouble. I'm very afraid of Elliot. He has power over me.

- I reported safety violations including using heavy construction equipment next to inhabited patient beds, a backhoe , a jackhammer and loud diamond saws next to my bed. Traumatized my dog and sound measured at 105 decibels in my shack. When I was trying to rest. There was no warning. I reported this and in retribution they cut off four needed prescriptions and that made me sick for over a year. I reported interference with my meds and the patient advocate office tried to imprison me without due process.

- Alfred talked to Mr Kevin Wright about me, and he turned his back like I wasn't there. He said, "Come on Alfred, give me an easy one. This is too hard!"

- Patient Melody was staying at the drop ins on Christmas Eve and they refused to let her recharge her power chair. When I tried to help they forcibly removed her, a 68 year old cancer patient in a wheelchair. And left her outside, freezing to death , in 45 degree weather. Merry Christmas

- Served me contaminated food for Christmas. I suffered 45 days of diarrhea

- ADA bathrooms and showers are frequently broken and VA repair cycle is 120 days

- Ridiculed by Derrick because I was attempting to dump my urinal and handle my wheelchair at the same time . He said I was an idiot

- My service dog is constantly threatened and someone called animal control on us. Absolutely no reason

- HARP contractor personnel frequently make up their own rules. Like locking the dining hall when we would normally line up inside waiting to be served. Now patients must wait outside during heat wave

- Forced me out during the heat wave so they could search for ants. I begged to be left inside in the air, but they forced me to go out in the sun. They did finally bring me into an office with air conditioning. This after I broke down begging for mercy . I don't sweat because of my disability

- Multiple Diabetic Patients

not permitted by Derrick to store insulin properly. When one 65 year old diabetic lady patient protested , they evicted her. At last contact, her leg had split open and was not healing, she was going into kidney failure and going blind because they did not permit her to store insulin. Derrick has an IG complaint filed against him for promoting racism by targeting white patients. He nearly killed Margaret.

- I try my best but HARP will not let me live in peace. I can't get mail anymore because Derrick and Nate bullied me when I tried to pick up my things

- I can't go on medical appointments because they threaten my service dog. I need surgery and I can't go, for fear they will hurt my dog

- They have interfered with my special meals and made it very hard for me. I can't eat in the dining room because HARP won't let me eat in peace in the only place for a wheelchair

- They keep promising to house me but break all promises

I am being abused by the CTRS staff, particularly the HARP personnel. I need to be able to go to medical appointments that I'm not able to bring my service dog too. But if I leave without my dog the threaten me. The poor dog can't go on all the appointments and he is also suffering from allergies associated with three years in a plastic box not intended for multi year habitation. They won't even let me eat in peace. The dining room is not wheelchair accessible. There is only one table I can use and they have forced me to leave because they want to stack left overs there. I have witnessed HARP bullying other Veterans. Deliberately trying to trigger them, and then laughing at them when they get upset. These HARP people refuse to give their name and are particularly abusive at meals. Please allow me to live my life with being bullied and leave my poor service dog alone. I am all grown up, I can take care of my dog and have for six years. He is a wonderful service dog. But they won't let me leave now without threats and it is making me very sad. This is not needed. I am being abused by VA contractors and have been waiting for housing three years and three months in a plastic box while hundreds are housed ahead of me. Now my housing representative from Step Up on second is threatening me again. This morning I expressed fear for my life in an upcoming heat wave and my representative Elliot threatened me again. He says I am giving him pushback because I didn't understand why I needed a county voucher to live at the VA. One of Elliot's clients jumped off the roof of the hospital. He has no right to threaten me, particularly when I am fearing for my life.

The West LA Soldiers Home id a brutal, cruel environment characterized with theft of disability payments by unscrupulous leaseholders who raise rents multiple times and evict. The disabled have it the worst. The greed and lawlessness with no oversight is like a third world fiefdom. I have waited patiently for housing 38 months in a toxic plastic box. The racism and cruelty of the staff is incomprehensible. Please get the illegals like The John Stewart Company and Century Housing off the land and stop charging poor disabled vets astronomical rents.

Gene I waned to congratulate you on your son going into the Air Force Academy . I loved living in Colorado Springs, I was there 12 years at Peterson AFB and other locations. Most of all, I loved climbing Pikes Peak! I did it over a dozen times. There's even a race up and down the trail, called the Pikes Peak marathon. I never raced the marathon but made the round trip of about 25 miles a few times. It is not to be missed!

Veteran Margaret Diabetic

Was tiny homes tenant for a short time and tried to bring a small refrigerator in to keep her insulin cold. She is 68 year old lady Marine with severe diabetes.

Prescription said keep cold. She was stopped at the gate by peer support named Derick, a VA employee.

Derek did not permit her to have the small refrigerator even though she had the insulin with her - labeled to keep cold.

Derick said she needed to go to a VA doctor for her insulin, and then get a note for the frig. Please be advised the staff has at least four refrigerators and would not store her insulin or allow her a small refrigerator.

The frig was left in the parking lot and eventually taken.

She was evicted from tiny homes for no reason, and now shares her time in her car or the drop in shelters.

She has macular degeneration - she is going blind rapidly . She was robbed and lost her debit card , so she can't even get to a hotel. She was robbed on VA property in lot 7.

She is suffering rapidly advancing and irreversible blindness !

- They made up stories about her dogs and evicted her when she complained that she couldn't have the refrigerator

- She is currently in the drop in shelters at night and does not have a place to keep her insulin. This is attempted murder. It has to be stopped now this is an emergency. Please find somebody to help her. She's gonna die if we don't.

-- December 2025 Veteran Margaret was entering the CTRS with a small refrigerator to keep her insulin cold. VA Employee Peer Support, Derick forbade her the refrigerator, and had her evicted from the CTRS, leaving her to try to get in a drop in shelter on a day by day basis. Her insulin was never refrigerated and she is quickly worsening. Going blind and weak. Staggering instead of walking. Near. Death. Margaret has also reported the security guards doing drugs with patients at the drop in area after 10 o'clock at night.

-- Derrick is very hateful and also made fun of me trying to dump a urinal and drive my wheelchair at the same time. Derrick often parks in patient only parking and seems to make up his own rules, like it is a private fiefdom. He , Derrick also takes foods meant for homeless Veterans

- Illegal leaseholders on the Soldiers home charge exorbitant rents, insisting on a lions share of military disability payments , treating it as normal income. Expressly forbidden by Federal and State laws that protect veterans disability payments.

- CTRS personnel pushed Melody Baker, a paraplegic , in her power chair with a dead battery to a street corner in 45f weather, over night to "cool off". The lied and said the electrical outlets could not charge her power chair. Now they charge golf carts used by staff at the same power outlet. That was Christmas of 2024

- I have endured broken promises here at the shacks for 39 months. Never housed. Stuck in a non ada plastic shack that is making my service dog sick. The illegal leaseholders refuse to house me and even used my ex wife's income to disqualify me. They refused to put it in writing

-- they set me up with the studio apartment in North Hollywood, and I even signed the lease. But when they found out that I got my disability approved, they took it away from me, and they put me back in the same tiny shack, after only two hours in the new place. The also set me up in a bad neighborhood in South Central LA. My HUD VASH Social Worker, Molly Morgan Watson, A introduced me to a corrupt property manager who stole over $1800 from me. I reported this to Miss Watson and she kicked me out out of the Hud Vash program because I asked for police involvement. I never recovered the $1800 that was stolen from me. Even though I was following, this is Morgan Watson's instructions, She blamed it on me and took me out of the program.

I no longer believe I will be housed. I'm afraid for my life every single day. The CTRS staff is cruel.

It's all about the money. I see so many vets go through the revolving door here; they get placed, they get charged too much rent. They get evicted and they start over again.
